The National AIDS Council of Zimbabwe was enacted through the Act of Parliament in 1999 with a mandate of coordinating and facilitating Zimbabwe's multi-sectoral response to HIV and AIDS. It is also mandated to administer the National AIDS Trust Fund (NATF) collected through the AIDS Levy i.e. the 3% collected from every workers taxable income (PAYE) and corporate tax.

- Section 1 provides the background to the ZNASP and describes the strategic planning process that gave birth to the national strategy.

- Section 3 outlines the eight guiding principles that underpin the ZNASP.
